Two Major Insurers Are Leaving Indiana’s Health Marketplace in 2027. What Every Hoosier Needs to Know.

If you buy your own Indiana Health Insurance — or you’ve been thinking about it — Indiana’s marketplace is about to change significantly. CareSource and Cigna have both officially confirmed they will stop offering individual health plans in Indiana starting January 1, 2027. Nearly 67,000 Hoosiers will need to find new coverage.

Who is affected — and how many people?

According to official rate filings with the Indiana Department of Insurance, two carriers are exiting:

CareSource is exiting Indiana’s ACA Marketplace entirely. Cigna is going further — withdrawing from all individual and family medical plans nationwide, both on- and off-exchange. If you buy a Cigna medical plan directly (not through an employer), you are affected regardless of whether you use healthcare.gov.

One important exception: Cigna stand-alone dental plans are not affected and will continue in 2027.

Does anything change with my 2026 Indiana Health Insurance Coverage?

No. Your current coverage — benefits, doctors, networks, and service levels — stays exactly the same through December 31, 2026. There is no immediate disruption. That said, both carriers had already filed steep rate increases for 2026 before announcing their departures:

Why are they leaving Indiana?

Both carriers were unusually direct in their filings with the Indiana Department of Insurance. The reasons they cited:

  • The enhanced federal subsidies created by the American Rescue Plan Act (ARPA) expire after December 31, 2025. These subsidies helped millions of Americans afford coverage — without them, healthier people are expected to drop their plans, leaving a sicker, more expensive pool behind.
  • Medical and pharmacy costs have risen sharply — both what services cost and how often people use them.
  • The individual market has become too small and slow-growing to sustain long-term profitability. Cigna described it as having “no clear path to meaningful scale or growth.”
  • CareSource noted it has historically been profitable in Indiana but said current cost trends make continued participation unsustainable.

What do I need to do with your Indiana Health Insurance?

Nothing right now. Your 2026 coverage is protected through December 31.

Plan for open enrollment. The annual window typically runs November 1 – January 15. You’ll need to pick a new plan for 2027 during this period.

You won’t have a gap in coverage. Carrier exits trigger a Special Enrollment Period, meaning you can switch plans without any lapse.

Indiana still has strong options. Carriers including Anthem and UnitedHealthcare are expected to remain in the Indiana marketplace for 2027.
